Letter from E. A. Hayes, Commissioner for the Department of the Interior, Office of Indian Affairs who was in Washington. Hayes informed W. G. Robinson that he had received his application for farm laborer permits but needed testimonials of character and fitness to be in Indian Country before the permit could be granted. Letter signed, E.
