Bowles (1763-1805), this is a proclamation dated October 31, 1799, expelling all Spaniards and Americans from the independent "State of Muskogee" issued from Wakina, Florida. Bowles was the leader of three "filibustering expeditions" against the Spaniards in Florida. He was an adventurer who lived among the Creeks and sought to establish the independent State of Muskogee.
